Notice of extension of deadline

The Authority has extended the timeframe for comments on the “Draft Framework for the Implementation of Indirect Access in Trinidad and Tobago”, originally scheduled for consultation from July 23rd to August 25th, 2008.

Recommendations for an Interconnection and Access Policy

This is the third and final draft of the Interconnection and Access Policy, and has been amended following:

  • The first round of consultation which commenced on 11th October 2004 and closed on November 6th 2004.
  • A second round of consultation, which commenced on 1st July 2005 and closed on 15th July 2005.


A consolidated matrix of the comments received in relation to the second draft, the recommendations made, and the Authority’s decisions on those recommendations is attached at Annex II. The document has been amended to take into account the comments and recommendations made.
This revised version is intended to serve as the final draft for submission of policy recommendations to the Minister. For ease of identification, policy statements in this document have been numbered and highlighted in boxes.

Recommendations for Access to Facilities Regulations

This is the second draft of the Access to Facilities Regulations 2005, and has been amended following a first round of consultation which commenced on 1 July 2005 and closed on 15 July 2005. The issues addressed in this document were initially addressed in the Interconnect Regulations published by the Authority for consultation on 11 October 2004. Following that consultation the Authority determined that access to facilities would more appropriately be addressed in a separate document from interconnection (in line with the appropriate sections of the Telecommunications Act).
The draft regulations have been amended to take into account the comments and recommendations made, but also to address the additional issues raised in section 2 of this document.

As the issues in this document have already been consulted upon on two occasions, this second draft of the regulations is the final draft.

The Access to Facilities Regulations 2005 will now be submitted to the Minister for approval, and promulgation by negative resolution of Parliament in accordance with section 78 of the Act.

Recommendations for Interconnection Regulations


The Interconnection Regulations are essential in establishing the framework for the interconnection of telecommunications networks and services, and the sharing of facilities between operators of telecommunications networks and providers of telecommunications and broadcasting services.
This is the third and final draft of the Interconnection Regulations 2005, and has been amended following:

  • The first round of consultation which commenced on 11 October 2004 and closed on 6 November 2004.
  • A second round of consultation, which commenced on 1 July 2005 and closed on 15 July 2005.

This final draft of the Regulations will be submitted to the Minister for taking to Parliament for promulgation by negative resolution in accordance with section 78 of the Act.

Indicative Specimen Reference Interconnect Offer (ISRIO)

This ISRIO provides guidelines for the preparation of a Reference Interconnect Offer (RIO) by any interconnection provider, who at the inception of competition, has 40% or more of the subscribers of the telecommunication market in which an interconnecting concessionaire is seeking entry.
Please note that this document is the preliminary position of the Telecommunications Authority of Trinidad and Tobago and may be amended from time to time to keep abreast with new convergent voice and data applications.

Procedures for Consultations in the Telecommunications Sector of Trinidad and Tobago

The document details the procedures for effecting consultations on draft policies and regulations which are proposed by the Authority as instruments of assistance in the conduct of its functions as delegated under the Telecommunications Act 2001.
