Notice of extension of deadline

The Authority has produced a Consultative Document on a Broadcasting Code for Trinidad and Tobago.
The main principle of the Code is respect for the right of adults to choose the programming they want, while protecting children from unsuitable material. It also seeks to limit harm and unnecessary offence, since these are continual concerns of people who watch television and listen to radio programmes on a regular basis.
The Draft Code will serve as the basis for consultation with all stakeholders, from broadcasters to media professionals to average citizens.
This draft contains the Code, as well as Guidelines which are designed to assist persons in interpretation of the provisions of the Code.
Members of the public can take part in this consultation process by attending public meetings which will be held by the Authority at locations throughout the Trinidad and Tobago between 18th August 2008 and 29th August 2008.
Persons may also submit comments in writing to the Telecommunications Authority of Trinidad and Tobago at 76 Boundary Road, San Juan, Trinidad or by email to legal@tatt.org.tt.
The Authority has published the document entitled “Draft Framework for Implementation of Indirect Access in Trinidad and Tobago” for public comment.
Indirect access will allow the consumer to be able to choose the public international telecommunications service provider he or she wishes to use in order to make an international call.
Stakeholders are invited to comment on this document, which introduces the Authority’s proposed implementation strategy for Indirect Access in Trinidad and Tobago.
The period of this first public consultation is from July 23rd to September 25th, 2008. Comments will be accepted on or before 4pm on 25th September, 2008.

Refarming Plan for Broadband Wireless Access Services in the 2.3 GHz, 2.5 GHz and 3.5 GHz Bands.
The Authority has prepared, and made available for public comment, a document titled Refarming Plan for Broadband Wireless Access Services in the 2.3 GHz, 2.5 GHz and 3.5 GHz Bands.
The Plan was produced as a result of an investigation into the availability of spectrum for new spectrum users in the 2.3 GHz, 2.5 GHz and 3.5 GHz bands for the provision of BWA services. In addition, the plan assesses the current uses of these bands by existing spectrum users with the intention of aligning the current uses to the goal and objectives of the Spectrum Plan.

Migration Plan: 1800 MHz Band to 1900 MHz Band Allocated to Cellular Mobile Services for the Telecommunications Services of Trinidad and Tobago (TSTT)
The Telecommunications Authority of Trinidad and Tobago invites comments to the captioned consultative document. This consultative document seeks to establish the process by which TSTT shall migrate its public domestic mobile telecommunications network from the 1800 MHz band to the 1900 MHz band allocated for cellular mobile services.
The objectives of this migration plan are to:
Align TSTT with the radio spectrum allocated for cellular mobile services in accordance with the Spectrum Plan for the Accommodation of Public Mobile Telecommunications Services;
Establish the process that will enable TSTT to migrate from operating a network in the 1800 MHz band to operating a network in the 1900 MHz band, without undue impairment to its subscribers; and
Establish the appropriate licence terms and conditions to support a fair and transparent process.
The consultation process shall be for a period of eight (8) weeks and comprise two (2) rounds of consultation, each of which shall be for a duration of two (2) weeks.
The deadline for submission of comments for this first round of consultation is Wednesday 4th July 2007.
