To accommodate Interconnection and access, the Authority seeks to apply appropriate measures to address the issues involved in facilitating and maintaining intra-network access that permits a level of service delivery which is conducive to comprehensive enhancement in human welfare.
The Recommendations for an Interconnection and Access Policy has been developed which seeks to:
- Provide the civil society and the business community in Trinidad and Tobago with a matrix of choices in telecommunications network and service providers by fully liberalizing the telecommunications market in the country.
- Increase the range, scope and quality of telecommunications services available to the public.
- Structure the liberalization process in a manner that will realize competitive prices for end users.
- Create an environment which encourages investment in the telecommunications sector as a means of improving the quality and expanding the range of services delivered to the most challenged communities in the country.

Honour the country’s commitment as a signatory to the World Trade Organization (WTO) under the General Agreement of Trade in Services (GATS) for the telecommunications sector. As part of the modalities to realize those objectives, this policy provides and establishes a set of directives designed to facilitate and maintain access to public telecommunications networks in the Republic of Trinidad and Tobago.
