Accessible Americas V: Information and Communication Technologies for ALL

The International Telecommunication Union (ITU) has been organizing the Accessible Americas series since 2014. These events have originated a regional Brand of awareness on the ICT accessibility as an enabler for digital inclusive societies that ITU aims to keep, feed and ensure its continuity in the coming years in ITU actions and initiatives in the region.

The aim of these events is to raise awareness among governments in regards to the necessary measures to be taken in area of ICT accessibility that enable persons with disabilities (PwD) to have equal opportunities and better access to information and communication technologies for a more independent life. These events also provided a networking opportunity and knowledge platform to assist ITU Members and stakeholders in the process of elaborating and implementing national ICT accessibility policies and facilitate promotion of national and regional partnerships in benefit of ALL.

Report on Consumer Complaints received by the Telecommunications Authority of Trinidad and Tobago (TATT) from October 1st, 2017 to December 31st, 2017

During the period October 1st, 2017 to December 31st, 2017, TATT received and acted upon a total of one hundred and seventy- five (175) complaints regarding mobile, fixed line, subscription television and Internet services. Of this figure, a total of one hundred and thirty-eight (138) complaints have been resolved.

The majority of the thirty-seven (37) open complaints were received near the end of December 2017 and are expected to be resolved within the coming weeks.

Overall, TATT had over six hundred and sixty-eight (668) interactions with customers during the reporting period.

The statistics below relate to the resolution of complaints as at March 7th, 2018.

Status of Authorisation Framework

The Telecommunications Authority of Trinidad and Tobago advises the public on the following status of “The Draft Revised Authorisation Framework for the Telecommunications and Broadcasting Sectors of Trinidad and Tobago” (published 2014):

The new authorisation regime proposed within this document shall only come into effect
    following the promulgation of amendments made to the Telecommunications Act, Chap
    47:31.

Prior to this, the current authorisation regime, detailed in the Authorisation Framework
    for the Telecommunications and Broadcasting Sectors of Trinidad and Tobago (published
    2005), shall remain in effect.

Standard Residential Fixed Broadband Internet Prices (Not Bundles) in Trinidad and Tobago as at October 14, 2016

Pursuant to Section C4 b of the Concession Agreement held between the Authority and all Public Telecommunications Service providers "concessionaires", minimum tariff publication requirements include:

  • a. Placing a copy in a publicly accessible part of the principal place of business in    Trinidad and Tobago of the concessionaire, and all other business places  of the concessionaire where business with the public is transacted;
  • b. Making the tariffs available, and easily accessible, on any public website maintained by the concessionaire; and,
  • c. Providing a copy to any person who requests it. The concessionaire may levy a charge of no more than the reasonable cost of printing and sending the copy to the person requesting.

The Telecommunications Authority of Trinidad and Tobago wishes to advise that all consumers of public telecommunications and broadcasting services should now be benefiting from decreases in the prices of these services, to the full extent of the reduction in Value Added Tax (VAT) which came into effect on 1st February 2016.

 

Ensure you know whether the advertised price is

VAT Inclusive or VAT Exclusive!

 

All Operators have been directed by the Telecommunications Authority of Trinidad and Tobago to publish VAT Inclusive Prices (at 12.5% VAT) on its website, information brochures and places of business so that consumers are better informed and can therefore make rational choices.

Radio-Frequency Radiation Test Results

The Authority publishes the results of the 2014-2015 Radio-Frequency Radiation Test

 

Since its establishment in July 2004, the Telecommunications Authority of Trinidad and Tobago (TATT) has been actively engaged in
efforts to determine the strictest possible internationally acceptable limits for radio-frequency radiation from all radiotransmitting
equipment, including cell sites, in Trinidad and Tobago and ensure providers of telecommunications services abide by these strict limits.

To ensure all providers of mobile telephone services, who are operators of licenced radiotramsmitting equipment, abide by these strict standards, TATT engages in a continuous programme of measuring and recording radio-frequency radiation emissions from cellular towers throughout the country and the results are published in the newspapers.

The measurements recorded are for 150 cell sites and are between 91 and 42 500 times lower than the interim maximum permissible exposure limit set by TATT.

PAY TV BLACKOUTS

In recent times, the Telecommunications Authority of Trinidad and Tobago (TATT) has received many complaints from consumers who turn on their television sets to view a particular programme and instead are greeted by a “BLACKOUT” screen.

We have taken note and wish to provide some clarity to consumers of subscription broadcast television services, more commonly known as “Pay TV” and who experience this “BLACKOUT” screen from time to time.


 
Results of Digital Divide Survey

In 2013 the Telecommunications Authority of Trinidad and Tobago (the Authority) conducted its second digital divide survey. 

The Digital Divide refers to the gap that exists between persons who have access to basic telecommunications and broadcasting services and those who do not.  The survey is therefore aimed at identifying the extent of that gap where under served communities and under served population groups, inclusive of persons with disabilities exist.

The results of this survey will aid the Authority in planning its Universal service initiatives in the future.
