Jun23 TATT Signs Agreement with Agence Nationale Des Fraquences (France)

TATT represented Trinidad and Tobago at the ITU Regional Frequency Coordination for Central America and the Caribbean, which comprised four meetings between March 2017 and September 2018. The purpose of the meetings was to build informal consensus between the Administrations in the coordination area, on planned digital television channel assignments in the VHF and UHF bands, taking into account compatibilities with operating broadcasting and mobile stations. The meetings ended with an agreement between the Administrations. The agreement included a reference list of coordinated and agreed channel assignments for the Administrations.

 

During the final meeting held in Belize City from 11th – 14th September 2018, representatives of TATT and the Agence Nationale Des Fraquences (ANF), held coordination discussions on Trinidad and Tobago’s digital requirements for stations that potentially cause harmful interference to stations in the French Overseas Departments in the Region. These discussions resulted in the successful coordination and addition of said digital requirements to the reference list. This successful coordination was subsequently ratified in a formal coordination agreement between TATT and ANF titled Agreement between the administrations of France and Trinidad and Tobago on the use of the VHF band (174-216 MHz) and the UHF band (470-698 MHz) for terrestrial broadcasting.    

 

TATT’s involvement in the coordination exercise and the agreement with ANF, moves Trinidad and Tobago one step closer to the transition to digital terrestrial television, as both the temporary channel assignments for use during the transition (simulcast) and permanent channel assignments that will be used after the analog switch-off has been recorded in the reference list. These channel assignments are now protected, as any notification to ITU with frequencies not on the reference list must ensure compatibility with assignments in the reference list.

Jun07 Consumer and Broadcasting Content Complaints Statistics

Consumer Complaints


During the period January 1, 2021 and March 31, 2021, TATT received and acted upon one hundred and sixty-nine (169) valid consumer complaints regarding mobile, fixed-line, subscription television and Internet services. One hundred and fifty-six (156) or 92.3% of these valid complaints were either resolved or closed by TATT.


A complaint is deemed resolved when the complainant is satisfied with the redress given by the service provider and/or TATT considers that the redress given by the services provider is fair and reasonable. A complaint is closed by TATT when (i) the complainant fails to respond to repeated requests to contact TATT or (ii) the complainant requests the complaint be discontinued.

 

The remaining thirteen (13) open consumer complaints were received close to the end of March 2021 and are expected to be resolved within the coming weeks.

 

TATT also received two hundred and thirty-one (231) calls on its Consumer Complaints Hotline that were unrelated to the one hundred and sixty-nine (169) valid complaints received for this period. These calls were either general enquiries regarding other organisations or invalid complaints.


Invalid complaints are those that fall within at least one of the following categories:

1)   Complaints which do not fall within TATT’s purview as outlined in Section 18 (1) (m) of the Telecommunications Act.
2)   Complaints which complainants first did not lodge with the service provider.
3)   Complaints where complainants refused to provide relevant information, such as their names.

 

Overall, TATT had one thousand, five hundred and thirty-four (1,534) telephone interactions with customers during the reporting period.


Broadcasting Content Complaints


During the period January 1, 2021 and March 31, 2021, TATT received and acted upon seven (7) broadcasting content complaints. Four (4) were related to radio, whilst the other three (3) were related to television.

The Telecommunication Development Bureau (BDT) is calling for Nominations to Join the Generation Connect Visionaries Board

 

The Road to Addis was launched on 9 November to preview and build momentum towards the International Telecommunication Union’s (ITU) World Telecommunication Development Conference (WTDC-21). On this occasion, the “Generation Connect” global initiative was announced. It aims to engage global youth and encourage their participation as equal partners alongside the leaders of today’s digital change, empowering young people with the skills and opportunities to advance their vision of a connected future.

Nominations are being called to join the Generation Connect Visionaries Board the goal of which is to provide strategic guidance to ITU on youth participation and empowerment, amongst other issues.

Consumer Complaints


During the period October 1, 2020 and December 31, 2020, TATT received and acted upon two hundred and forty-two (242) valid consumer complaints regarding mobile, fixed-line, subscription television and Internet services. Of this figure, eight (8) complaints were received regarding services provided in Tobago. Two hundred and seventeen (217) or 89% of these valid complaints were either resolved or closed by TATT.


A complaint is deemed resolved when the complainant is satisfied with the redress given by the service provider and/or TATT considers that the redress given by the services provider is fair and reasonable. A complaint is closed by TATT when (i) the complainant fails to respond to repeated requests to contact TATT or (ii) the complainant requests the complaint be discontinued.

 

The remaining twenty-five (25) open consumer complaints were received close to the end of December 2020 and are expected to be resolved within the coming weeks.

 

It must be noted that the consumer complaints statistics appearing in this advertisement relate to the resolution/closure of complaints as at February 1, 2021.


TATT also received two hundred and seventy-three (273) calls on its Consumer Complaints Hotline that were unrelated to the two hundred and forty-two (242) valid complaints received for this period. These calls were either general enquiries regarding other organisations or invalid complaints.


Invalid complaints are those that fall within at least one of the following categories:

1)   Complaints which do not fall within TATT’s purview as outlined in Section 18 (1) (m) of the Telecommunications Act.
2)   Complaints which complainants first did not lodge with the service provider.

Consumer Complaints


During the period July 1, 2020 and September 30, 2020, TATT received and acted upon a total of one hundred and fifty-one (151) valid consumer complaints regarding mobile and fixed-line telephone, subscription television and Internet services. Of this figure, nine (9) complaints were received regarding services provided in Tobago.


One hundred and twenty-six (126) consumer complaints were resolved as at November 3, 2020. This represents a resolution rate of 83.4%.


The remaining twenty-five (25) open consumer complaints were received close to the end of September 2020 and are expected to be resolved within the coming weeks.


TATT also received two hundred and sixty-two (262) calls on its Consumer Complaints Hotline that were unrelated to the one hundred and fifty-one (151) valid complaints received for this period.


These calls were either general enquires regarding other organisations or invalid complaints.

Invalid complaints are those that fall within at least one of the following categories:

   Complaints which do not fall within TATT’s purview as outlined in Section 18 (1) (m) of the Telecommunications Act.
   Complaints which complainants first did not lodge with the service provider.

Overall, TATT had over nine hundred and thirty-six (936) interactions with customers during the reporting period.


Broadcasting Content Complaints


During the period July 1, 2020 and September 30, 2020, TATT received and acted upon ten (10) broadcasting content complaints. Two (2) were related to radio, whilst eight (8) related to television.


Seven (7) complaints were resolved whilst three (3) are pending. The pending complaints are currently in the process of being reviewed by TATT.

Of this figure, a total of sixty (60) complaints have been resolved. This represents a resolution rate of 93.7%.

 

The four (4) open consumer complaints were received close to the end of June 2020 and are expected to be resolved within the coming weeks.

 

The consumer complaints statistics appearing in this advertisement relate to the resolution of complaints as at July 24, 2020.

 

TATT also received two hundred and thirteen (213) calls to our Consumer Complaints Hotline that were unrelated to the sixty- four (64) valid complaints for this period. These calls were either general enquires regarding other organisations or invalid complaints.

 

Invalid complaints are those that fall within at least one of the following categories:

  •   Complaints which do not fall within TATT's purview as outlined in Section 18 (1) (m) of the Telecommunications Act
  •   Complaints that complainants did not first lodge with the service provider
  •   Complaints where complainants refused to provide relevant information such as their names.

 

Overall, TATT had over nine hundred and thirty (930) interactions with consumers during the reporting period.

 

Mobile Number Portability Complaints

During this period TATT received sixty-five (65) complaints from persons experiencing difficulties having their mobile numbers ported. The number portability issue is now before the courts.

Broadcasting Content Complaints

During the period April 1, 2020 to June 30,  2020, TATT received and acted upon three (3) broadcasting content complaints. Two (2) were related to radio, whilst one (1) related to television. All broadcasting content complaints were resolved.

Consumer Complaints

During the period October 1, 2019 and March 31, 2020, TATT received and acted upon a total of three hundred and sixty (360) valid consumer complaints regarding mobile, fixed line, subscription television and Internet services. Of this figure, a total of three hundred and forty (340) complaints have been resolved. This represents a resolution rate of 94.4%.

Most of the twenty (2) open consumer complaints were received near the end of March 2020 and are expected to be resolved within the coming weeks.

TATT also received one hundred and sixty-five (165) invalid complaints for this period.

Invalid complaints are those that fall within at least one of the following categories:

  •   Complaints which do not fall within TATT's purview as outlined in Section 18 (1) (m) of the Telecommunications Act
  •   Complaints that complainants did not lodge with the service provider
  •   Frivolous and vexatious complaints
  •   Complaints where complainants refused to give their names

 

Overall, TATT had over two thousand, two hundred (2,200) interactions with customers during the reporting period.


Broadcasting Content Complaints

During the period October 1, 2019 and March 31, 2020, TATT received and acted upon twenty-six (26) broadcasting content complaints. Twenty (20) were related to radio, whilst six (6) related to television.

Twenty-three (23) complaints were resolved, one (1) is pending and two (2) were deemed unresolvable. The pending complaint is currently in the process of being reviewed by TATT.

Unresolved Complaints - in these instances, a long period of time had elapsed between the complaints being made and the dates of the broadcasts. Therefore, the relevant recordings could not be retrieved.

COVID-19 has caused unprecedented levels of disruption for everyone as our mobility has been restricted, we are forced to stay at home and our financial situation has become uncertain. Sadly, this is the situation most people with disabilities experience every day.

 

Thankfully, technology has made it possible to provide solutions for our mobility challenges and for some of the difficulties people with disabilities face. The Caribbean Telecommunications Union (CTU), in collaboration with the Telecommunications Authority of Trinidad and Tobago (TATT), Digicel and the Trinidad and Tobago Association for the Hearing  Impaired (TTAHI), is working with a global organisation, VTCSecure, to introduce the Caribbean Video Assistance Service (CVAS) for the Deaf and Blind, firstly to Trinidad and Tobago and then to other Caribbean countries.
